The open season for making that choice runs through Dec. 12. Open season also means it's time to talk with Walton Francis, a health economist who is the guru on health insurance for federal workers. Francis is the primary author of Checkbook's 34th annual Guide to Health Plans for Federal Employees and has been writing it from the beginning (Davidson, 11/20).
